Well, I always imagined that they can't float above a certain hight, and ground types would just have their attack cause the ground to fly up to hit them.

My opinion

Im guessing that the magnemite family are affected by earthquyake because plate tectonics seem to be vital to the magnetic poles of the earth so maybe thats why it dies to them but I do get this it really is funny

Here's why Levitate isn't on the Magnemite family:

They've got more resistances than any other Pokémon, and more weaknesses to other types (and a heavy one to Ground) to compensate. If it had Levitate it'd be much harder to take it out for a first-timer. Also, Magnet Pull is several times better for trapping Steel Types in Doubles/Triples play, which then puts Magnet Rise into play first turn...followed by a teammate's Earthquake.
Or you could just stick it with an Air Balloon and be done with it until an attack hits it.
