Hmmm... I just thought of something... maybe moves are only attacks when they've been legalized and/or taught how to be used in battle,
so occurrences like when "Nidorina forgot Bite" won't count to the Pokemon's natural habits, thus explaining the Dream Eater thing... 'sept the part of the TM, maybe League Bureaucracy against allowing the move, or maybe Drowsee need extra help with learning the move?. (BTW: I'm not sure about HMs on this, any ideas?)

That is clearly a Psybeam
Heh.
But yes, this has ALWAYS bugged me too! It's just like how I recently learned Garchomp's Pokedex mentions it can fly, but it can't learn Fly! What the crap! Darn Pokedex is lying to us again.

It dont make sense sometimes
I know another example: Why can't Espeon, the sun pokemon that can learn sunny day and definitely morning sun, learn solarbeam.
Its probably because its reserved for Leafeon, but still...

Oh yeah. I have issues with that too. It's the DREAM EATER pokemon! Freaking let it learn dream eater, it should have been its signature move since Gen I.

Aren't there hacks that correct these issues? If there aren't someone should definitely make one.

Egg Moves
Hmm, I wonder, can it be passed on through breeding, because if it can then it might make more sense.

@Vye Brante: "Fly, you fools"
I'm pretty sure Fly has more than one meaning

Move tutor: "No, I'm pretty sure he's inserting a giant purple worm parasite into that mans ear, not eating his dream. I CAN teach him the parasite move, though."
Also, though long deliberation, I have decided that the HM "Fly" does not teach a Pokemon how to "fly", but teaches an already airborne Pokemon how to fly with passengers, something that would be decidedly different from regular solo flight.

Oh yeah?
Then explain exactly how the use of Fly in-battle works with that theory, considering that it is simply attacking from the sky, something any airborne Pokèmon could do easily without learning how to fly with passengers.

@Paladin101: Wild guessing, but I guess Fly also teaches the flyer how not to injure themselves/stop flying when ramming into their opponent; who may or may not be made of rock/covered in spikes/on fire.

Almost as bad a Ferrothorn and Ferroseed not learning rapid spin despite the fact their sprites rapidly spin

The site has gotten some new changes now, where there's now two menus to maximize my need for clever buttons and links. Many thanks goes out to Ddraigenth and Asj, owners of the webcomics Penny Thoughts and Decision! Ichigo's choice respectively, for helping me out with the HTML coding and making it possible to pull off in the first place.
The explanation behind this week's strip is one of the biggest Pokémon oddities that has irked me for a good while. Every pokedex entry about Drowzee ellaborates on its strict diet or daily habit of eating the dreams of other creatures, but not once, in all of the pokemon games, has it been able to learn Dream Eater naturally. Can only be taught through the use of the TM. Ridiculous.
