He look a lot like a evil Pac-Man when you remove the mean looking eyes. The eyes were the only thing that made him original.

Pacman is also one of the simpliest designs in the videogame industry. Take a circle, add two eyes and a mouth, and lo and behold, we have a game character ready to chomp his way out.
Besides, let's not forget Gastly's teeth and trail of smoke. Voltorb, on the other hand, is much closer to the copyright infringement zone.

I never realised how unimpressive ghastly's physique is, just a circle with a face on it. Good thing it looks so evil.

Try to intimidate foes with that. XD For the gengar forgetting mean look, I think it keeps the smile and gets shiny eyes/non-slanted eyes.
