I think it's where you aim the poke ball to make it easier to catch.
Of course that would only work if the Pokemon world was real life.

true in the pokemon manga is the easiest to catch a ursaring on the ring and on teddiursa too

its like...

its like changing one word when quoting someone and saying its your own. i know a lot of pokemon are "somethings, with a cool something" but ursaring is literally its name: bear + ring. lol.

The first thing that comes to mind upon seeing the last panel is an old Far Side cartoon, where one stag is looking at a target-shaped series of rings on his chest, and the other remarks, "Bummer of a birthmark, Hal." :)

@PokemonBrown: alot of the first gen pokemon are just plays off of the real animal they are based on: Ekans = snake backwards. Arbok = cobra backwards (with a K). Haunter is a ghost (haunts). Abra, Kadabra, Alakazam (magic phrase). etc etc.
